To mark the second anniversary since the start of Russia’s war of aggression against Ukraine (24 February 2022), the Council of Europe has wanted a ceremony to be held in Strasbourg: on 23rd February at 9am, on the square in front of the premises of the European institution, a ceremony will be held, attended by the secretary general Marija Pejčinović Burić, the president of the Parliamentary Assembly Theodoros Rousopoulos, the Ambassador Domenik Wanger, on behalf of the presidency of the Committee of Ministers, and a leader from Ukraine, who will give speeches. Then, the national anthem of Ukraine and the anthem of Europe will be sung. This will be followed by a special meeting of the Ministers’ delegates (ambassadors) to discuss the consequences of the Russian Federation’s aggression against Ukraine. At the end of the meeting, a work of art named “Guernica / Ukraine” by French artist Jean–Pierre Raynaud will be unveiled in the hall of the Committee of Ministers. On the days before the event (from today to 23rd February), an exhibition will be set up in the premises of the Council of Europe with 23 photos of children taken over the last two years in some Ukrainian cities by the French-Ukrainian photographer Youry Bilak. On 23rd and 34th February, the Palais de l’Europe will be lit up by the colours of the Ukrainian flag.
