European Commission: 2025 Report on the Activities of the EU. Von der Leyen, “a fragmented world, we chose unity”

In 119 pages, the 2025 Report on the Activities of the EU, published today, tells about the main goals that have been achieved. “2025 was a year of profound global change. It was a year shaped by war on our borders and intensifying competition between powers”, Ursula von der Leyen, President of the European Commission, sums up in the Foreword. However, it was also “a year of clarity and resolve. In a more volatile fragmented world”, in “Europe’s independence moment”, in which “Europe chose responsibility over hesitation, and unity over fragmentation”. The first Chapter of the Report deals goes over “the European Union’s steadfastness in its commitment to supporting Ukraine” and its population (over 193.3 billion euros’ worth of support overall, in many different forms and areas), while also trying to pursue the goal “to ensure that Russia’s leadership is held accountable for the atrocity crimes committed in and against Ukraine”. The second Chapter sums up the work done to make Europe “sustainable, prosperous and competitive”, the third Chapter is about “strengthening Europe’s defence and security”, the following one is focussed on “supporting people and strengthening society”, while the fifth Chapter takes stock of the work done to “sustain quality of life” in Europe. A Chapter deals with democracy and values, then the Report looks at the steps taken towards “peace, partnerships and economic stability”. The Report ends with a look into the future, the new multiannual financial framework, and a first assessment of the success of the Recovery and Resilience Facility that will be ending in 2026.
