“Empowering Learners for a Democratic Future” is the title of the conference organised by the Council of Europe to launch this year 2025, that is, the European Year of Digital Citizenship Education. In two days of work (Strasbourg, 23-24 January), participants will be asked to discuss “the current state of digital citizenship education”, the organisers explained, and the integration of digital citizenship education into education and training across Europe. Round tables and workshops will provide a unique opportunity to spread fundamental ideas on digital citizenship education in Europe and how to harness the potential of digital technologies, as well as to share good practices. After the customary greetings from the authorities, a report by Elizabeth Milovidov, a law professor and expert in the protection, wellbeing and safety of children online, will open the session. This will be followed by the presentation of the results of the review of the implementation of the Committee of Ministers Recommendation on Digital Citizenship Education. On the second day, specific issues will be addressed in groups: how to improve communication on digital citizenship education, how to strengthen international cooperation, and how to develop a roadmap for the future of digital citizenship education (2027-2032). Part of the work of the first day will be available online.
